General Purpose of the Position:
Facilitate employment services and activities, including providing comprehensive case management, for the Welfare Transition Population (WTP) Program customer population. Deliver workshops, as assigned in the CareerSource Broward Centers with special emphasis on Job Club.  Provide guidance and direction for the targeted population participating in Job Club activities.  Facilitate services to meet the customers’ needs, alleviate barriers and the development of the customer’s potential. The position requires in-person interactions with customers. Work is performed onsite at a physical location of CSBD.
 
Essential Responsibilities and Duties:
  • Deliver employment services and activities, along with conducting case management, to customers in the CareerSource Broward’s Welfare Transition Program.
  • Counsel customers individually, or in group sessions, to assist in identifying ways to understand life adjustments and to make changes. 
  • Assign work activities to be accomplished by customers that lead to employment.
  • Develop Individual Responsibility Plans with customers to establish a roadmap for achievement of educational and vocational objectives that lead to employment. 
  • Conduct Job Club workshops and serve as back-up on a variety of workshops in the CareerSource Broward Centers, as needed.
  • Ensure training materials prepared, such as outlines, text, and handouts are compliant with State guidelines and in conjunction with the Quality Assurance/Training Coordinator and other Career Source Broward management staff. 
  • Acquire and maintain a comprehensive understanding of the policies, procedures, and customer stages of the Welfare Transition Program, including mandatory participation, job club, community service, and transitional phases.
  • Collaborate closely with the WTP Team, including Customer Service Liaisons, Success Coaches, Placement Support, Supervisors, and Managers, to ensure a seamless transition for each WTP customer through the program, from Work Registration to successful employment.
  • Develop and maintain in-depth knowledge of State and Federal workforce development performance measures, conduct continuous quality improvement activities to support the organization's performance goals, and identify programmatic challenges while recommending solutions for improvement.
  • Provide guidance to customers to assist them in understanding and overcoming personal and social problems and decision-making for developing goals and areas of need.
  • Adhere to the professional Code of Conduct and the application of the basic principles of respect for the equality, worth, and dignity of all people.   
  • Facilitate referrals to appropriate support services and training programs based on individual customer needs to enhance their progress and success within the program.
  • Interpret program regulations or benefit requirements and facilitate customer access to community and program resources, including locating housing, food, clothing, school programs, vocational opportunities or services, relevant mental health services, and others as applicable.
  • Develop course materials and provide Work Readiness Training to customers referred to Job Club to achieve employment goals.
  • Coordinate and monitor services, maintain contact, and provide ongoing follow-up with customers for program compliance and achievement of goals. 
  • Initiate sanction process as appropriate.
  • Document all customers’ encounters, complete and submit documentation as appropriate. 
  • Maintain attendance records, assessment results, and all pertinent data on attendee participation.
  • Evaluate progress made by customers and provide appropriate updates to services.
  • Compile and review occupational, educational, and economic information to assist customers in making and carrying out vocational and educational objectives when appropriate.
  • Coordinate Job Club activities with Employment Relations staff as appropriate to ensure the development of employment opportunities and placement of customers.
  • Input data and process information using various state and agency databases and systems on a daily basis.
  • Participate in training opportunities to enhance job-related skills such as career development, counseling, and program-specific knowledge.
  • Exercise professional judgment, discretion, confidentiality, and sensitivity in all communications. 
  • Respond promptly when returning telephone calls and replying to correspondence, emails, and faxes.
  • May be assigned other responsibilities on a temporary or ongoing basis as necessary for the delivery of quality service within the CareerSource Broward Center.
 
Supervisory Controls and Guidelines:
  • The incumbent reports directly to the WTP Supervisor with dotted line reporting to the QA and Training Coordinator. 
  • Incumbent must exercise discretion and independent judgment with respect to matters of significance. 
  • Work is performed independently within broad general guidelines such as federal, state, and local workforce development guidelines and regulations including Workforce Innovation and Opportunity 
  • Act (WIOA) and Welfare Transition Program (WTP), Wagner Peyser (WP) regulations, labor laws, technical assistance guides, and research as well as Career Source Broward policies and procedures.

Education, Experience, and Knowledge Required:
  • A Bachelor’s degree in business administration, marketing, social science, or a related field plus a minimum of three years of relevant work experience involving providing work readiness training and case management is required. 
  • Fluency in English/Creole is preferred but not required
  • Incumbent must be experienced in and demonstrate strong oral and written communication skills.
  • Incumbent must have prior experience achieving excellence and demonstrating continuous improvement.  
  • Must possess good presentation and public speaking skills. 
  • Strong ability and demonstrated experience in balancing multiple priorities, meeting deadlines, working independently, and achieving assigned tasks are required. 
  • Must be proficient in all Microsoft Office applications and possess extensive Word and Excel skills, possess the ability to utilize state workforce development databases, and possess the ability to utilize the Internet to conduct research and obtain data.
