General Purpose of the Position:
The Workforce Innovation and Opportunity Act (WIOA) Youth Supervisor assists the Manager of Youth Programs and Services with oversight of the WIOA Youth Program.  This position has supervisory responsibility for WIOA Youth staff, and is responsible for the day-to-day activities of assigned staff including but not limited to, implementation and coordination of the specified WIOA youth services such as recruitment, determination of eligibility, assessment and employability skills, case management, job development and placement, under the regulations of the WIOA.  Program activities are targeted to youth under the age of 24.  
 
Essential Responsibilities and Duties:
  • Assist the Manager of Youth Programs and Services to ensure there is continuous coverage for the WIOA youth staff at a center during operational hours, assigning and maintaining work schedules for youth staff to meet the needs of the customers. 
  • Supervise assigned staff in the delivery of services under the WIOA youth program.
  • Monitor the unit’s effectiveness and ensure that customers receive appropriate services.
  • Ensure proper coordination of specified program referrals to training opportunities such as Individual Training Accounts (ITA), Work Experience and On-the-Job Training (OJT) opportunities.
  • Attend training opportunities that will enhance job related skills such as management and program specific knowledge.
  • Ensure that staff provide comprehensive case management of assigned cases and that services are provided to meet the customers’ needs, alleviate barriers and the development of the customers’ potential. 
  • Help to alleviate barriers and meet the customers’ needs by providing educational assistance and opening the doors to employment opportunities. 
  • Ensure that all services are delivered in accordance with federal and state mandates and organization policies and procedures. 
  • Assist with the development, review, and implementation of the employability skills curriculum.
  • Monitor and recommend process improvements to achieve performance goals on an ongoing basis; providing regular reports to management on progress towards performance goals.
  • Implement Quality Assurance/Improvement strategies.
  • Assist the Youth Program Manager in interviewing and hiring staff.
  • Exercise professional judgment, discretion, confidentiality, and sensitivity in all communications.
  • Develop rapport with staff, youth, and other customers to promote a positive work environment and atmosphere.  
  • Provide guidance on the interpretation of program regulations or benefit requirements to facilitate appropriate referrals to community and program resources, including housing, food, clothing, school programs, vocational opportunities or services, relevant mental health services, and others as applicable.
  • Adhere to professional Code of Conduct and the application of the basic principles of respect for the equality, worth and dignity of all people.
  • Provide training to staff on various aspects of program and programmatic performance as needed. 
  • Document employee ongoing performance and progress to ensure constructive feedback is provided timely. Identify goals for assigned employees and in completing evaluation of employee performance.
  • Maintain and report applicable statistics regarding program and customer services.
  • Input data and process information using various state and agency databases and systems on a daily basis.
  • Participate in training opportunities to enhance and broaden job related skills such as managerial, career development, and program specific knowledge.
  • Conduct and participate in continuous quality improvement activities in support of achieving the organization’s performance goals.    
  • Identify programmatic issues that arise and recommend options for improvement.
  • Develop and maintain in-depth knowledge of State and Federal workforce development performance measures as well as State Guidance, Memorandums, and Consultation Papers as appropriate.
  • Communicate with coworkers, management, staff, clients, and the general public in a courteous and professional manner.
  • Conform with and abide by all regulations, policies, work procedures, and instructions.
 
Supervisory Controls and Guidelines
  • Respond promptly when returning telephone calls and replying to correspondence, emails, and faxes.
  • May be assigned other responsibilities on a temporary or ongoing basis as necessary for the delivery of quality service.
  • The incumbent reports directly to the Manager of Youth Programs and Services. 
  • Incumbent must exercise discretion and independent judgment with respect to matters of significance. 
  • Work is performed independently within broad general guidelines such as federal, state, and local workforce development guidelines and regulations including Workforce Innovation and Opportunity Act (WIOA), Welfare Transition Program (WTP) and, Wagner Peyser (WP) regulations, labor laws, technical assistance guides and research as well as CareerSource Broward policies and procedures.

Education, Experience, and Knowledge Required:  
  • Bachelor’s degree in psychology, business administration, social science or a related field; one year experience working with youth plus a minimum of two years relevant work experience involving staff supervision and case management is required. A Master’s degree and specialized training may be substituted for some of the years of work experience.
  • Incumbent must be experienced in and demonstrate strong oral and written communication skills. 
  • Incumbent must have prior experience achieving excellence and demonstrating continuous improvement.  Must possess good presentation and public speaking skills. Strong ability and demonstrated experience in balancing multiple priorities, meeting deadlines, working independently and as part of a team to achieve assigned tasks are required. 
  • Incumbent must be knowledgeable in all Microsoft Office applications especially Word and Excel.  Must also possess the ability to utilize state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data.
