Finance and Grants Administrator
Purpose of Position

The position will administrate all finances including the grant budgets. This position performs program coordination work to ensure the timely and effective purchasing and reporting as part of the US Department of Homeland Security (DHS) Urban Area Security Initiative and State Homeland Security Grant Programs. This position will serve as the regional point of contact for purchasing of non-equipment related services and items within the task force and with the Pennsylvania Emergency Management Agency (PEMA). Monitors the status and coordinates required changes in approved projects. Prepares and disseminates financial reports to PEMA. This position will assist regional committees and local governments on financial related issues associated with task force funding streams.

Minimum Requirements
5 7 years experience as a Finance Coordinator
Bachelor s Degree in a related field
Knowledge of emergency management/first responder activities (law enforcement, fire, EMS)
Must be a US Citizen
Valid driver s license
Must be able to drive a county vehicle for long distances
In-state and out-of-state travel required
Must be able to successfully complete a background check

Responsibilities
Develop and maintain budgets for regional grant applications
Develop and assist the development of grant reporting to the state
Develop and assist in the development of regional assessments
Development and modification of contracts
Review and approve all regional financial documents
Develop and assist in the development of all regional financial requests
Develop and maintain regional budgets
Develop requests for proposals
Develop purchase orders
Assist in the development of waivers
Purchase office supplies
Work with the state and Federal governments on regional audits
Reconcile budgets with the state and Allegheny County
Attend regional committee meetings
Meets with contractors/vendors to develop or manage projects
Assist in training new employees
Assist in supervising regional interns

Knowledge, Skills, and Abilities
Ability to communicate effectively both orally and in writing
Completion of Incident Command System (ICS) 100 through 300; IS-700 National Incident Management System (NIMS); IS-800 National Response Framework (NRF), Principles of Emergency Management, FEMA Emergency Management Institute Professional Development Series (PDS) within 6 months of hire, other Emergency Management training certificates desired

Working Environment
Office setting with extended periods of sitting
Extensive personal computer, keyboard and phone usage
Short and continuous time frames and/or time constraints
Performing duties under short timelines is a common occurrence
Electrical exposure in normal office environment
Work on weekends, holidays and shift work may be required during emergency and/or disaster situations
Shift work may be required during emergency activations
Voluntarily carry department issued Blackberry for official use without compensation
Subject to recall during disasters and other emergencies
